New Zealand Gazette

It is an important constitutional convention that laws should come into effect only after their publication.  (The exceptions to this are matters of national security or great commercial or legal significance where time is an overriding factor).  An Executive Council item is usually published or notified in the New Zealand Gazette on the Thursday following the Executive Council meeting on the Monday.

Where an Order must come into effect before the next regular issue of the Gazette, a special Gazette may be arranged by the Parliamentary Counsel Office (PCO). Departments will usually be charged for this publication.

Regulations and other items drafted by parliamentary counsel are sent directly to the Gazette Officer by PCO. Items not drafted by parliamentary counsel that need to be gazetted must be sent by the department to the Gazette Officer in the Department of Internal Affairs.
