The following checklist is a general guide to help staff in Ministers' offices to check that the standard requirements for submission of a paper to the Cabinet Office have been met. (Ministers' offices will probably also have their own requirements in addition to those listed below.)
| | If the paper is likely to be significant/controversial, the Minister has discussed the issue with relevant Ministerial colleagues. |
| | Consultation with support or co-operation parties has been undertaken, if required. |
| | If additional appropriation is sought, the Minister has consulted the Minister of Finance, and the Minister of Finance is happy for the paper to proceed. A covering note from the Minister has been prepared, indicating to the Cabinet Office that this consultation has occurred. |
| | The paper is signed by the Minister. If the Minister is an Associate Minister, it is countersigned by the principal Minister and/or the CAB 100 clearly states that the principal Minister is happy that it be submitted. |
| | The date of signing is indicated under the Minister's signature. |
| | The CAB 100 is the current version. It has been signed by departmental officials and contains a list of the departments consulted. |
| | The CAB 100 is signed by the Minister and the sections on consultation with Ministers, Government MPs and other parliamentary parties have been completed by the Minister. |
| | The CAB 101 form ("orange top") is completed. |
| | The original and two copies are delivered to the Cabinet Office. |
| | The paper is submitted to the Cabinet Office before the deadline. |
| | The paper is hand delivered by a member of the Minister's office to the Cabinet Office reception on the 10th floor of the Beehive. |
| | If documents are large (20+ pages) additional copies are supplied to the Cabinet Office. |
| | If the recommendations are over 2 pages long, an electronic version is sent to the Cabinet Office. |
| | If the paper is not going to meet the deadline, a memorandum seeking approval for a late paper is sent to the Cabinet Office, addressed to the chair, by the deadline. |
| | All required attachments have been included:
appointment papers have the CAB 50 and CAB 51 forms attached; and Executive Council papers have the advice sheet signed, the signature copy, the certified copy and other spare copies of the order. |
| | The Minister is available to attend the meeting or another Minister has been briefed to stand in for him or her, and the Cabinet Office has been advised accordingly (link only available to people with access to the Public Sector Intranet). |
