What is CabNet?
CabNet is a secure platform for supporting Cabinet and Cabinet committee processes. It is the central repository and workflow system for Cabinet and Cabinet committee meetings, papers and minutes of decisions.
CabNet provides for government agencies and Ministers’ offices to access Cabinet meeting information, papers and minutes in a new way – Cabinet material is stored centrally in CabNet with authorised user access permissions determined through an individuals’ role and group membership.
The core function of CabNet is to provide Ministers, their offices, and government agencies with a central repository of Cabinet and Cabinet committee papers and minutes of decisions. Management of the Cabinet and Cabinet committee process is also a central component of CabNet.
CabNet provides for authorised users to manage submissions through the consideration process. “Submission states” are used to govern the activities that can be performed in relation to individual submissions:
- Final Draft – this status indicates that the paper has been submitted by an agency to the Minister, and is ready for Ministerial approval
- Lodged – indicates that the paper has been lodged following approval by a Minister, and is ready for the preparation of the Cabinet Office Summary and consideration by the relevant Cabinet committee or Cabinet
- Published – indicates that the Cabinet Office Summary has been prepared, and the paper and the Summary have been published
- Confirmed on Committee / Cabinet Agenda – indicates that the paper has been confirmed for consideration by a Committee or Cabinet
- Considered by Committee / Cabinet – indicates that a decision has been taken by a Committee or Cabinet
- Withdrawn - withdrawn either prior to or after consideration by Committee or Cabinet

High quality and accurate information means high quality records
CabNet will work best for all CabNet users if data and documents are correct and accurate.
CabNet users are collectively responsible for the quality of the information and content contained in CabNet.
If your role requires completing fields and undertaking actions within CabNet please ensure information entered is correct and complete and that actions are undertaken correctly.
Administration of CabNet
CabNet is used by Ministers’ offices and government agencies that require access to Cabinet material. A devolved accountability and user-administration model is in effect for the administration of CabNet.
Agencies that use CabNet are responsible for administering the accounts of the CabNet users within their agency and for the quality of the material and information entered into CabNet.
Under the devolved model individual CabNet users:
- must have a legitimate business need to access Cabinet material on an ongoing basis;
- must only access information and documents on a need to know basis.

CabNet is maintained by the Cabinet Office, Department of the Prime Minister and Cabinet.
New Users – CabNet account set-up
Approval for a CabNet account can only be provided to a staff member of a CabNet user organisation on delegated authority from the agency Chief Executive or the General Manager of Ministerial Services.
Contact your organisation administrators if you require a CabNet user account.
The login authentication for CabNet is via the RealMe service. The RealMe website can be accessed via this link.
Second factor authentication (token or SMS)
After an account has been set up in CabNet a user can login to CabNet with a username, password and a second factor authentication – either an electronic token or SMS. It is up to each organisation to decide which authentication option (token, SMS) best suits its individual users. Token users will receive instructions with their token about how to use their existing RealMe login or create a new RealMe login when activating the token. SMS users will be able to use their existing RealMe login, or create their RealMe login the first time they use CabNet.
Information about CabNet users
Information about each CabNet user is included in the User Profile page in CabNet. This information is visible to other CabNet users so that individuals can be identified and contacted in relation to draft, current and historical Cabinet and Cabinet committee submissions.
The summary bio information should provide current information about the user primarily in relation to CabNet and related processes within the organisation.
